Position Overview
The Senior Compliance Program Manager (SR CPM) is responsible for implementing an effective Compliance Program specific to pre- and post-award activities based on federal, state, and local laws, regulations, and guidelines, including the Uniform Guidance and Federal Acquisition Regulations. The SR CPM also evaluates the effectiveness of existing Compliance Programs as outlined in Office of Inspector General (OIG) guidance(s) and United States Department of Justice (DOJ) Sentencing Guidelines. Coordinates with key internal contacts and/or external consultants to monitor pre- and post-award activities. Develops and provides compliance education and training. Investigates reported compliance concerns. Drafts compliance policies and procedures. Serves as a subject matter expert and compliance resource to St. Jude departments regarding federally- and state-funded research. Creates detailed, critical reports for senior management. Assists in the development of and participates in the execution of the annual Compliance Program Work Plan. An ideal candidate will have former pre- and post-award office, grant management, compliance, and/or audit experience. CRA certification preferred.
This position may be eligible for the possibility of remote work.

Job Responsibilities:

  • Conducts periodic compliance risk assessments in one or more areas to identify compliance risks. Collaborates with external departments and Compliance Administrator and VP, Chief Compliance Officer to risk rank and prioritize identified compliance risks.
  • Collaborates with Compliance Administrator and VP, Chief Compliance Officer to develop an annual Compliance Work Plan to address and monitor identified compliance risks. Independently executes assigned Work Plan activities.
  • Collaborates with external departments to implement compliance program elements within existing functions and/or evaluate existing compliance programs for effectiveness.
  • Develops and executes independent auditing and monitoring for compliance with requirements as identified in the annual Compliance Program Work Plan. Makes recommendations related to compliance and continuous quality improvement based on findings. Drafts detailed critical reports of auditing and monitoring activities that include recommendations for corrective action. Works closely with leadership of external department(s) to ensure implementation of corrective actions and reports on the status of corrective action(s) implementation.
  • Investigates reported compliance concerns and assesses whether noncompliance has occurred. Maintains and organizes investigation documentation and makes recommendations to resolve identified noncompliance. Drafts detailed investigation reports that include recommendations for corrective action. Works closely with leadership of external department(s) to ensure implementation of corrective actions and reports on the status of corrective action(s) implementation.
  • Identifies and develops training and awareness materials and delivers training and awareness to appropriate staff.
  • Serves as an expert resource on compliance or regulatory requirements by staying abreast of rules and regulations. Responds timely and accurately to related questions, suppling source data and rationales for decisions made. Researches matters related to existing and new regulatory requirements as needed. Advances personal and institutional knowledge through continuing education.
  • Reviews and recommends revisions to compliance-related policies and procedures. Recommends and drafts new compliance policies and procedures.
  • In collaboration with Compliance Administrators, develops and reports metrics that demonstrate the effectiveness of the Compliance Program.
  • Participates as a compliance resource as assigned to various institutional or departmental committees or working groups.
  • Documents efforts using compliance tracking software in a manner that communicates the effectiveness of the Compliance Program.
  • Maintains regular and predictable attendance.
  • Performs other related duties as assigned or directed to meet the goals and objectives of the department and the institution.

Minimum Education and/or Training:

  • Bachelor's Degree in healthcare, scientific, business or healthcare administration or related field required.
  • Advanced degree preferred.

Minimum Experience:

  • Five (5) years experience in a healthcare (administration or delivery), scientific, or compliance-related field required.
  • Prior compliance or audit experience strongly preferred.
  • Prior experience working with grants and/or sponsored research preferred.
  • Experience working in a clinical research and/or hospital setting preferred.

Licensure, Registration and/or Certification Required by SJCRH Only:

  • Compliance-related certification required in at least one of the following: RHIA: Registered Health Information Administrator, CHC: Certified in Healthcare Compliance, CHRC: Certification in Healthcare Research Compliance, CHPC: Certification in Healthcare Privacy Compliance, CCEP/CCEP-I: Certified Compliance & Ethics Professional/Certified Compliance & Ethics Professional - International, CCS: Certified Compliance Specialist, CPCO: Certified Professional Compliance Officer, CCP: Certified Compliance Professional, CIPP: Certified Information Privacy Professional, CQA: Certified Quality Auditor, CQE: Certified Quality Engineer, or other relevant license/certification.
  • In lieu of compliance-related certification one of the following healthcare licensures/certifications may be accepted: (LC: RN TN)Must possess a current Tennessee State Board of Nursing license if primary residence is Tennessee or a Nurse Licensure non-Compact state, (LC: RN ARK or RN Miss) Must possess a current State Board of Nursing license in the state of primary residence if the state is a Nurse Licensure Compact state, (LC: NBCRNA) Certification by National Board of Certification and Recertification of Nurse Anesthetists, (LC: APN-TN) Must possess a current Advanced Practice Nurse License issued by the Tennessee State Board of Nursing, (LC: PHARM-TN) Licensure by the Tennessee State Board of Pharmacy, (LC: PTCB-PTECH) Pharmacy Technician Certification by the Pharmacy Technician Certification Board (PTCB).
  • If the successful candidate does not have a relevant license/certification, one must be obtained within the first two (2) years of employment.

  • Extensive knowledge and understanding of federal and state rules and regulations affecting Compliance Program.
  • Ability to work collegially in a fast-paced, high-volume, complex environment.
  • Excellent analytical and critical thinking skills. Must be highly organized and detail oriented.
  • Excellent project management skills; must effectively manage multiple tasks simultaneously and be able to prioritize responsibilities.
  • Excellent written skills; ability to produce accurate and concise work products that require no more than minor revisions.
  • Excellent oral and presentation skills with ability to collaborate and communicate professionally (e.g., facilitate meetings or provide education) with individuals and groups, including senior management and physicians.
  • Must be a self-starter, results-oriented individual capable of working both independently and as part of a team.
  • Able to articulate rationale and to deliver difficult messages in a constructive manner; is diplomatic in the face of adversity.
  • Promotes mutual respect and professionalism; Able to develop and maintain good working relationships with employees from diverse backgrounds.

Compensation

In recognition of certain U.S. state and municipal pay transparency laws, St. Jude is including a reasonable estimate of the compensation range for this role. This is an estimate offered in good faith and a specific salary offer takes into account factors that are considered in making compensation decisions including but not limited to skill sets, experience and training, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be hired at or near the top of the salary range and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current salary range is $86,320 - $154,960 per year for the role of Senior Compliance Program Manager - Sponsored Awards.
